Canada to reimpose controversial anti-terrorism measures
 The measures allow for preventive arrests, detention without charge of  up to 72 hours and forcing witnesses to testify at trial in so-called  'investigative hearings'. Harper admitted in  a television interview that the measures had barely been used since  they were originally introduced following the 11 September 2001  terrorist attacks on the US, but he claimed there were "times when they  were needed"
He further stated that a range of security threats still faced the  country, citing "Islamicism" as the "major threat" of most concern to  the country's security services.
Canada has not suffered an  attack by Islamist extremists, although 25 Canadians died in the 11  September 2001 World Trade Center attacks in New York. This was the  largest number of civilian or military deaths in a single event outside  the country since the terrorist bombing of an Air India flight by Sikh  extremists in 1985, resulting in 329 deaths.
